Designed by Melbourne architect John Augustus Bernard Koch, Mayor of Richmond in the 1880's, it has had an intriguing past - serving as home to an Anglican Archbishop, and an orphans home before becoming the 'Moulin Rouge' massage parlour in the 1970's.
The building is a landmark two-storey Victorian villa. It features an Italian Renaissance derived, arcaded facade, with a balustraded parapet and balcony with arches supported on decorative, cast iron columns. The style is typical of the architect Koch's work, being highly detailed and embellished.
